JOB SUMMARY: The Portfolio Master Scheduler and Database Administrator (PMS&DA) is responsible for developing and maintaining project schedule templates, capacity planning models, and portfolio reporting for executives, account managers and MHS Departments They will liaison with project schedulers during project schedule development (including during Proposal phase) and updates, and provide oversight of project scheduling activities to ensure consistency in scheduling philosophy and technique. They serve as the database administrator for the scheduling operations of the MHS Project Management System, a Microsoft application-based system for scheduling and managing projects.   The PDS&DA performs schedule and resource analysis across the portfolio of projects and Departments in support of the management of the workload and resources.  They perform project and portfolio analysis as required to support MHS Management’s business decision process. The PMS&DA reports directly to the VP of the PEMO and collaborates with the Account Managers and Department Managers as an integral part of providing project and Department portfolio analysis and reporting.  KEY TASKS & RESPONSIBILITES:   - Drive consistency in scheduling principles and technique (WBS, RBS, COB, etc.) for project schedule development and updates. - Administer scheduling database in Project Management System (table maintenance, template development/utilization, user access, enhancement initiatives, etc.) - Ensure proper project baseline schedules reflect As-sold, Clean Order and Change Management status across the portfolio of projects. - Provide oversight of schedulers and scheduling products to support weekly and monthly cadence-based reporting. - Provide analytics and reporting to support MHS Management decision-making process. - Lead the development of dashboards and other forms of communicating project status. - Attend project and management meetings and give presentations of project/portfolio performance. - Be the scheduling subject matter expert for the PMEO and develop (and train others in the use of) scheduling “best practices”.   Leadership - Develop and maintain a positive working relationship with the project team. - Trust and respect the people working with and for you. - Develop and maintain a cooperative relationship with the Customer to promote common interests, foster mutual respect and further Customer confidence and trust in MHS. - Participate/contribute to the Interactive Planning process for individual projects and for portfolio planning as required . - Develop a familiarity and understanding of the software functionality of the Project Management System and lead the scheduling program within the PMEO. - Lead the development of dashboards and reporting utilized for project and portfolio reporting (including SPI, CPI). - Perform analysis of performance data and provide reporting of results to Project Managers, Account Managers and MHS Management. - Develop and maintain project schedules (as required to supplement the scheduling resources) to support the MHS portfolio of work following the requirements defined in the Project Scheduler job description. - Serve as the administrator of the scheduling database in the Project Management System, maintaining the tables, custom fields, functional integration, and user access. - Assist the Department Managers in managing resource utilization across the portfolio. - Contribute to monitoring and reviews of project schedules for identification of risks and threats to the performance and to offer alternates to support changes in the project. - Collaborate with other project control functions to ensure a cohesive and holistic sharing of information, analytics, and reporting for respective projects and for the portfolio. - Develop and maintain project schedules (as required to supplement the scheduling resources) to support the MHS portfolio of work following the requirements defined in the Project Scheduler job description.   Administration - Provide oversight of the scheduling function within the PMEO operations under the direction of the VP of PMEO - Serve as the administrator of the scheduling database in the Project Management System, maintaining the tables, custom fields, functional integration, and user access. - Lead the “continuous improvement process” of the scheduling function, analytics and reporting on projects and across the portfolio of work. - Lead the development of analytics, dashboards and reporting utilized for project and portfolio reporting (including SPI, CPI). - Lead the development of the MHS scheduling resources in effective utilization of the MHS best practices, principles and techniques.   Budget - Review scheduling resources and resource requirements with VP PMEO on a regular cadence (weekly/monthly) to effectively manage the portfolio workload. - Participate with the Department Managers to review their resources and resource requirements for the portfolio workload on a periodic basis. - Collaborate with the VP of PMEO for annual budgets and for investment to further develop the scheduling tools and resources.   QUALIFICATIONS:   - Bachelor’s or Master’s degree in a related field such as planning, engineering, business administration, finance. - Minimum of seven (7) years of demonstrated experience in a leadership role working with project scheduling (MS Project), cost estimating, performance tracking and other project controls functions in a capital project environment. - Preferred 5-10 years construction and engineering experience, including facilitating and developing tactical execution schedules for both.   SKILLS/ABILITIES:   - Strong knowledge of standard critical path method (CPM) scheduling principles and best practices. - Clear understanding of project management principles in a capital project environment. - Knowledge and demonstrated skills using MS Project for scheduling. - Knowledge of Microsoft Office suite software (Excel, Word, PowerPoint). -       The Global Payroll Manager will lead and evolve the global payroll strategy and ensure a seamless execution of payroll operations.
